H-1B Visa for Pakistanis 2026-2027: Eligibility, Process and Costs

USA

GAC Advisors Editorial Team

Every year, thousands of Pakistani engineers, developers, doctors, accountants and researchers ask the same question: "Can I really work in the United States on an H-1B visa?"

The short answer is yes. Pakistani citizens can apply for the H-1B, and Pakistan is not on the US travel ban list as of October 2026. But the rules have changed a lot over the past year. There is a new wage-weighted lottery, a $100,000 fee fight in the courts, and strict in-person interviews at the embassy.

This guide explains who qualifies, how the process works, what it costs, and what to expect in Islamabad and Karachi. It is written for professionals, not lawyers, so it stays in plain language.

A Pakistani professional is eligible for an H-1B visa if they hold a US bachelor's degree or its foreign equivalent (usually a 4-year BS), work in a "specialty occupation," and get a US employer to sponsor them. The employer registers them in the annual lottery, files the petition, and then the applicant attends a visa interview in Islamabad or Karachi.

What Is the H-1B Visa and Who Is It For?

The H-1B is a temporary US work visa for specialized jobs. It is a non-immigrant visa. That means it is not a green card, but it allows "dual intent," so you can pursue permanent residency while holding it.

The H-1B visa lets a US employer hire a foreign professional in a specialty occupation that normally requires a bachelor's degree or higher. It is valid for up to three years at first and can be extended to six.

You cannot apply for it on your own. The employer is the petitioner. They file the paperwork, pay most of the fees, and prove the job is real and properly paid.

According to the US Department of State's temporary worker visa page, the H-1B is the main category for skilled workers in specialty occupations.

Typical H-1B jobs include:

  • Software engineers, data scientists and cybersecurity analysts
  • Civil, electrical, mechanical and chemical engineers
  • Accountants, financial analysts and economists
  • Doctors, pharmacists and medical researchers
  • University lecturers and researchers
  • Architects and some design professionals

If you are exploring other US routes, our USA visa services page covers the full range.

Why the H-1B Matters So Much for Pakistani Professionals

Pakistan produces a large pool of technical graduates every year, but local salaries and job prospects push many of them to look abroad. The US remains one of the top targets because of its pay scale and tech industry.

The Bureau of Emigration and Overseas Employment (BEOE) tracks the thousands of Pakistanis who move abroad for work each year. Most of them head to the Gulf, but skilled professionals are increasingly looking West.

The H-1B stands out because it offers three things at once:

  1. A real US salary, which is far higher than local pay for the same skills
  2. A path to a green card through employer sponsorship
  3. The ability to bring a spouse and children on H-4 status

But it is also competitive. In the FY 2027 cap season, USCIS reported about 211,600 properly submitted registrations, down roughly 38.5% from 343,981 the year before. Fewer people are applying, but the process is more demanding than ever.

Who Is Eligible for an H-1B Visa? (Pakistan-Specific Criteria)

You need three things: a qualifying degree (or equivalent experience), a job that counts as a specialty occupation, and a US employer willing to sponsor you at a legally required wage.

Let me break each one down.

1. A Qualifying Degree

The law requires a US bachelor's degree or a foreign degree that is equivalent to it. For Pakistanis, the main question is the length of the degree.

  • 4-year BS/BE/BSc (Hons) / BBA / MBBS: Usually accepted as equivalent to a US bachelor's degree.
  • 2-year BA/BSc (old system): Often judged a few years short. You may need a credential evaluation, or you can combine education with work experience.
  • MS/MPhil/PhD from Pakistan: Strong, and may support an advanced degree argument.

Does a 4-year BS degree from Pakistan qualify for H-1B? Usually, yes. Most credential evaluators treat a 16-year Pakistani education path as equal to a US bachelor's. A formal evaluation from a recognized service, such as WES or ECE, is the safest proof.

Before that, get your degree verified and attested through the Higher Education Commission (HEC). Many employers and evaluators ask for HEC-attested documents.

2. A Specialty Occupation

The job itself must require a bachelor's degree in a specific field. A job title alone is not enough. The duties must be complex and tied to your degree.

For example, a "software engineer" role that needs a computer science degree qualifies. A general office role does not.

3. A Sponsoring US Employer

The employer must:

  • Offer a real, full-time or part-time role
  • Pay at least the prevailing wage, which is the wage level set by the US Department of Labor
  • File a Labor Condition Application (LCA) with the Department of Labor
  • Pay the government filing fees

Can I get an H-1B visa without a job offer? No. The H-1B is employer-driven. You cannot self-petition, so a US job offer is step zero.

Can I get an H-1B without a degree? In rare cases, yes. Years of progressive work experience can substitute for education. The usual rule is three years of experience for each year of missing college. It is harder to prove, so expect close review.

How the H-1B Process Works, Step by Step

Find an employer, get registered in the March lottery, and if selected, the employer files Form I-129. After approval, you complete the DS-160, attend an interview in Islamabad or Karachi, and receive your visa stamp.

Here is the full journey in order.

Step 1: Secure a US employer. This is the hardest step for most Pakistanis. We cover how to do it in the next section.

Step 2: Electronic registration (March). The employer creates a USCIS online account and registers you. For FY 2027, the window ran from March 4 to March 19, 2026, and results came out by March 31.

Step 3: Lottery selection. If you are selected, your employer has at least 90 days to file the petition.

Step 4: Labor Condition Application. The employer files an LCA with the Department of Labor to confirm the wage and conditions.

Step 5: Form I-129 petition. The employer files the petition with USCIS. Premium processing is optional and speeds up the decision.

Step 6: Approval notice (Form I-797). This is the official approval. Keep a copy safe.

Step 7: DS-160 and visa fee. If you are outside the US, you fill in the DS-160 online. Our DS-160 form filling guide for Pakistani applicants walks through every section.

Step 8: Interview. You book a slot and attend an in-person interview. See the section below.

Step 9: Visa stamping and travel. If approved, your passport is returned with the H-1B visa. You can enter the US up to 10 days before your start date. Employment under an FY 2027 cap petition can begin no earlier than October 1, 2026.

How to Find an H-1B Sponsoring Employer From Pakistan

Target companies with a history of sponsoring H-1B workers, use public sponsor databases, build a strong LinkedIn and GitHub profile, and apply to roles that explicitly offer sponsorship.

This is where most applicants get stuck. Here are practical ways to approach it.

  • Search sponsor data. The Department of Labor publishes LCA disclosure data showing which companies sponsor which roles. This tells you who has done it before.
  • Target the right roles. Software, data, AI, engineering and healthcare roles are the most commonly sponsored.
  • Use global firms with Pakistani offices. Intra-company transfers (L-1) can also lead to H-1B later.
  • Look at cap-exempt employers. Universities, nonprofit research organizations and some affiliated institutions are not bound by the annual lottery. They can file at any time of year.
  • Study in the US first. Many Pakistanis enter through the F-1 student visa, work on OPT, and switch to H-1B from inside the US. Our F-1 financial documents checklist helps you plan that first step.

A word of caution: never pay anyone for a "guaranteed H-1B job." Real employers pay the sponsorship costs. If someone asks you for cash to arrange a petition, that is a red flag. Our guide on top visa rejection reasons shows how fake offers get applicants refused.

The New Wage-Weighted H-1B Lottery Explained

Since FY 2027, the H-1B lottery is no longer purely random. USCIS gives higher-paid registrations more entries: one entry for Wage Level I, up to four for Level IV.

This is the biggest change in years. Under a final rule effective February 27, 2026, USCIS now weights selection by the wage level the employer offers. You can read the rule in the Federal Register.

In simple terms:

  • Wage Level I gets 1 entry
  • Wage Level II gets 2 entries
  • Wage Level III gets 3 entries
  • Wage Level IV gets 4 entries

It is still a lottery, so nothing is guaranteed. But a higher offered salary improves your odds. Employers must also list the occupation code and work location at registration, and these must match the later LCA and petition.

What does this mean for you?

  • Negotiate your salary with this in mind, and ask your employer which wage level they register at.
  • Advanced degree holders did well in FY 2027. Reports say about 71.5% of selected beneficiaries held a US master's or higher, up from 57% the year before.
  • Only about 17.7% of selected registrations were at the lowest wage level.

The H-1B cap stays at 65,000 regular visas plus 20,000 for those with a US master's degree or higher. The FY 2027 cap has been reached, and there was no second lottery. The next registration window is expected in spring 2027 for FY 2028. Unselected registrations do not carry over, so your employer must register you again.

H-1B Fees and Costs for Pakistani Applicants

Employers usually pay USCIS fees of roughly $2,000 to $3,500 or more per cap petition, plus legal fees. The visa application fee at the embassy is a separate, smaller cost. A $100,000 proclamation fee exists on paper but is currently blocked by courts.

Cost questions come up constantly, so let me be direct.

What the employer typically pays

  • Registration fee
  • USCIS filing and related fees (roughly $2,225 for small employers and $3,545 or more for larger ones, before premium processing and legal fees)
  • Attorney fees
  • Optional premium processing

What you may pay

  • Consular visa application fee (check the US Embassy Pakistan visa pages for the current amount)
  • Travel to Islamabad or Karachi
  • Credential evaluation and document attestation
  • Medical or other costs if requested

Because exchange rates move daily, convert the USD fees into PKR on the day you pay. Do not rely on old blog posts.

The $100,000 H-1B Fee: Where It Stands Today

This is the topic causing the most confusion, and Pakistani applicants should read it carefully.

In September 2025, a presidential proclamation required a $100,000 payment for certain new H-1B petitions filed for workers outside the US. It was designed to hit cases like Pakistanis applying from home. It generally did not apply to people already inside the US who changed status, such as F-1 students moving to H-1B.

Here is the situation as of late October 2026:

  • The proclamation was extended on September 18, 2026, through September 21, 2027.
  • Federal courts in Massachusetts and California have blocked agencies from collecting the payment.
  • The government has appealed, and USCIS says it will collect the fee if the orders are lifted.
Important: The $100,000 fee is extended on paper but is not being collected right now. This can change quickly. Check the USCIS H-1B page before your employer files.

For Pakistani applicants, the practical lesson is simple. Applying from inside the US, for example after studying on F-1 OPT, carries less fee risk than being hired directly from Pakistan.

H-1B Visa Interview in Islamabad and Karachi

H-1B interviews for Pakistani applicants take place in person at the US Embassy in Islamabad or the US Consulate General in Karachi. Since August 11, 2025, nearly all nonimmigrant visa applicants in Pakistan need an in-person interview.

The embassy has said that even children under 14 and adults over 79 generally need to attend. Only narrow exceptions exist, and they mostly cover certain B1/B2 renewals. So do not plan around an interview waiver for an H-1B.

Karachi handles nonimmigrant interviews only. If you live in Lahore, Peshawar, Multan or elsewhere, you will travel to Islamabad or Karachi on your appointment day. Our USA visa appointment guide for Islamabad explains booking in detail.

What to Bring

  • Passport (valid, plus old passports)
  • DS-160 confirmation page
  • Appointment confirmation
  • Form I-797 approval notice and a copy of the I-129 petition
  • Degree certificates and transcripts, with HEC attestation where available
  • Employment letter, offer letter and recent pay records if relevant
  • Experience letters from previous employers

Embassy Rules to Know

The embassy does not allow bags, large items or electronics inside, and it has no storage for phones on interview day. Applicants take the diplomatic shuttle from the G-5 shuttle building in Islamabad. Always read the US Embassy Pakistan visa information page before you travel.

Common H-1B Interview Questions

Officers usually ask short, direct questions:

  • Who is your employer and where is the office?
  • What will your daily duties be?
  • What is your salary?
  • Which degree do you hold and from which university?
  • Have you worked for this company before?
  • Do you plan to return to Pakistan after your visa ends?

Answer clearly and consistently with your documents. Never memorize scripts. Officers can tell. If you want practice, our B1/B2 interview tips for Pakistan cover habits that apply to every US visa interview.

What If You Get 221(g) or Administrative Processing?

Sometimes the officer says your case needs more checks. This is called administrative processing, often noted under Section 221(g). It can take weeks or months. Stay calm, respond to any requests for documents, and track your case on CEAC. Our guide to checking USA visa status online explains how.

Note that US consulates have also expanded online presence and security reviews for H-1B and H-4 applicants. Keep your public social media profiles honest and consistent with your application.

Why Do H-1B Applications Get Rejected?

Quick answer: The most common reasons are a job that does not meet the "specialty occupation" test, a degree that does not match the role, wage-level problems, weak employer documentation, and inconsistent answers at the interview.

Here are the issues we see again and again:

  • Degree mismatch. A mechanical engineer applying for a marketing role will face questions.
  • Unclear duties. Vague job descriptions lead to a Request for Evidence (RFE).
  • Foreign degree problems. A 14-year education path with no evaluation is risky.
  • Registration and LCA mismatch. Under the new weighted system, occupation code, wage and location must stay consistent.
  • Third-party placement concerns. If you are placed at a client site, you need proof of the work and the employer-employee relationship.
  • Interview inconsistency. Different answers from your documents damage credibility.

For a broader look at refusals, see our guide on why visa applications are rejected.

H-1B Duration, Extensions and the Path to a Green Card

Quick answer: H-1B status lasts three years and can be extended to six. You can go beyond six years if a green card process has started, for example an approved I-140 petition or a pending PERM labor certification.

Because the H-1B allows dual intent, many Pakistanis use it as a stepping stone to permanent residency. The usual path:

  1. Your employer files a PERM labor certification with the Department of Labor.
  2. They file Form I-140 for an employment-based green card (EB-2 or EB-3).
  3. You wait for your priority date to become current in the Visa Bulletin.
  4. You file for adjustment of status inside the US, or complete consular processing.

Pakistan is generally charged under the "rest of world" category, so Pakistanis do not face the extreme decade-long backlogs that some other nationalities do. Still, timelines vary, and consular processing in Pakistan has seen delays. A temporary pause on immigrant visas for several countries, including Pakistan, was announced in January 2026, and reports say a court struck it down in August 2026. Confirm the current status with an attorney before relying on any timeline.

H-4 Visa for Spouses and Children

Your spouse and unmarried children under 21 can apply for H-4 status. In many cases, spouses can apply for an H-4 EAD (work permit), though eligibility depends on your own green card progress. Dependents also go through the consular process and interview.

F-1 OPT to H-1B: The Most Common Route for Pakistanis

Many Pakistani professionals never apply from Pakistan at all. They study in the US, work on OPT, and switch to H-1B from inside the country.

This matters for two reasons. First, a US master's degree gives you access to the extra 20,000 advanced degree slots. Second, a change of status from within the US has generally avoided the $100,000 payment issue.

If you are planning this route:

  • Start with a strong student visa case. Read our F-1 student visa page.
  • Choose a STEM program if possible, since STEM OPT extends your work window and gives you more lottery attempts.
  • Build employer relationships early through internships.
  • Use your OPT years to find a sponsor who will register you in March.

H-1B Alternatives for Pakistani Professionals

The H-1B is not the only way to work in the US, and it is not always the best fit. Here are the main alternatives in plain terms.

  • O-1 visa: For people with extraordinary ability in their field. No lottery, but a very high bar.
  • L-1 visa: For employees transferred within the same multinational company.
  • EB-2 NIW: A green card category where you can self-petition if your work serves US national interest. Pakistani applicants should confirm current consular processing conditions.
  • J-1 exchange visa: Useful for researchers, trainees and physicians. Our J-1 exchange visa page explains it. Doctors on J-1 may face a two-year home residency rule, which can sometimes be waived.
  • B-1 business visa: For short meetings and negotiations only, not for employment. See our B1 vs B2 guide and business visa page.

What About Other Countries?

If the US lottery feels too uncertain, compare it with other skilled migration options:

Many professionals apply for the H-1B and a second country in parallel. That is a smart way to manage risk.

H-1B for Specific Professions

IT Professionals and Software Engineers

This is the largest group. A BS in computer science, software engineering or a closely related field matches most roles. Keep proof of your projects and employment history. Clear job descriptions help avoid RFEs.

Engineers

Make sure your degree matches the engineering discipline in the job. PEC registration is helpful supporting evidence, though it is not a US requirement.

Doctors

Doctors normally need specific US licensing steps, and many enter through residency programs. Some use J-1 and later seek a waiver, while others use H-1B if the program sponsors it.

Accountants and Finance Professionals

Roles with ACCA, CA or a related degree may qualify when the position demands specialized accounting knowledge. US employers often want familiarity with US GAAP.

Teachers and Researchers

University and research roles are often cap-exempt, which makes them one of the most reliable routes.

H-1B Visa Help Across Pakistan by City

Applicants come from every part of the country, but the interview always happens in Islamabad or Karachi. Here is how it works city by city.

Islamabad and Rawalpindi. You are closest to the US Embassy. Professionals in F-6, Blue Area, DHA, Gulberg Greens, Saddar and Committee Chowk can often attend the appointment in a day. See our guide to the best visa consultants in Islamabad, Rawalpindi and Gulberg Greens.

Karachi. The US Consulate General in Karachi handles nonimmigrant visas, so H-1B applicants from Clifton, Gulshan-e-Iqbal, DHA and the rest of Sindh can interview locally. It handles nonimmigrant cases only.

Lahore. Lahore applicants, including those from Gulberg and Johar Town, usually travel to Islamabad for the interview. Plan transport and an early arrival.

Multan, Faisalabad, Sialkot, Gujranwala and Southern Punjab. Most applicants here choose Islamabad, and some choose Karachi. Book your flight or road trip only after your appointment is confirmed.

Peshawar, Abbottabad and Khyber Pakhtunkhwa. Islamabad is the practical choice and is the shortest trip.

Quetta, Hyderabad, Sukkur and Bahawalpur. Karachi or Islamabad, depending on distance and flight options.

Wherever you live, you can get guidance online. Our team works with applicants across Pakistan, and you can reach us through the contact page.

Is the H-1B Worth It for Pakistani Professionals?

Honestly, it depends on your goals and risk appetite.

Reasons it can be worth it:

  • High salaries compared with Pakistani market rates
  • A route to a green card
  • Strong career growth in tech, engineering and healthcare
  • Family can join you on H-4

Reasons to be careful:

  • It is tied to one employer, though job changes are possible through a transfer
  • The lottery is competitive
  • Policy changes are frequent
  • Layoffs create a short window to find a new sponsor, and a September 2026 executive order calls for closer scrutiny of employer layoffs and H-1B practices

A balanced plan helps. Build your skills, try for H-1B, and keep a Plan B ready.

Do You Need an H-1B Visa Consultant or Lawyer?

The employer's attorney handles the petition. But you still carry your own parts: credential evaluation, document preparation, the DS-160, interview readiness and planning around dependents.

A good consultant can help you:

  • Check whether your degree and role fit the H-1B rules
  • Prepare clean, consistent documents
  • Plan the timeline from registration to interview
  • Explore backup countries and visa routes

For a fair look at the trade-offs, read visa consultant vs DIY application. And one firm rule: for legal questions about a specific petition, speak to a licensed US immigration attorney.

A Realistic Example: Ayesha, a Software Engineer From Lahore

This is an illustrative scenario, not a specific client. It shows how the pieces fit together.

Ayesha holds a 4-year BS in Computer Science and has five years of experience at a Lahore software house. She wants a US job but has no sponsor.

Her plan looks like this:

  • She gets her degree attested through HEC and orders a credential evaluation.
  • She applies to US companies that have sponsored software roles before, and gets an offer from a mid-size firm.
  • Her employer registers her in March, offering a Level III wage, which gives her three entries in the weighted lottery.
  • She is selected. The employer files the LCA and Form I-129 within the filing window.
  • After approval, she completes her DS-160, books an appointment, and travels from Lahore to Islamabad for the interview.
  • She arrives with her approval notice, degree papers and experience letters, and answers questions simply.

Not everyone follows a path this smooth. If she is not selected, she registers again next year, applies to cap-exempt employers, or explores Canada in parallel.

Future Outlook: What to Expect for H-1B in 2027 and Beyond

A few trends are worth watching:

  • Higher wages win. The weighted lottery rewards senior, better-paid roles. Build skills that justify higher wage levels.
  • Legal fights continue. The $100,000 fee case is on appeal, and the proclamation runs until September 2027 unless renewed.
  • More scrutiny. Expect closer review of employer practices, layoffs and wage data.
  • FY 2028 registration. Expect the next lottery window in spring 2027. Prepare your employer relationships and documents before then.
  • More global competition. Canada, the UK, Australia and New Zealand continue to court skilled workers.

The smartest approach is flexible. Build your profile once, and keep several doors open.

Frequently Asked Questions (FAQs)

Can Pakistani citizens apply for an H-1B visa?

Yes. Pakistani citizens can receive H-1B visas if a US employer sponsors them and they meet the degree and job requirements. As of October 2026, Pakistan is not on the US travel ban list. Always check official US government pages before applying, as policies can change.

What is the minimum education needed for an H-1B?

You need a US bachelor's degree or a foreign equivalent in a field related to the job. A 4-year Pakistani BS usually qualifies. Shorter degrees may need a credential evaluation or additional work experience to be accepted.

Can I apply for an H-1B on my own?

No. Only a US employer can file the H-1B petition. You can prepare your documents and search for sponsors, but the employer registers you, files the LCA and submits Form I-129.

How long does the H-1B process take?

The cycle usually runs from March registration to an October 1 start date. Selection results arrive by the end of March, petitions are filed over at least 90 days, and the visa interview follows approval. Premium processing can shorten the USCIS decision time, and interview wait times vary.

Where is the H-1B visa interview held in Pakistan?

H-1B interviews are held at the US Embassy in Islamabad or the US Consulate General in Karachi. Since August 11, 2025, nearly all nonimmigrant applicants in Pakistan need an in-person interview, so you should not expect a waiver.

How much does an H-1B visa cost?

Employers usually pay USCIS and legal fees, often in the range of a few thousand US dollars per petition. You pay the visa application fee and your own travel costs. The $100,000 proclamation fee is currently blocked by court orders and is not being collected, but it could return.

Can H-1B holders bring family to the US?

Yes. Spouses and unmarried children under 21 can apply for H-4 status. Some H-4 spouses can apply for work authorization (H-4 EAD), depending on their situation. Dependents attend consular interviews too.

Can H-1B holders apply for a green card?

Yes. The H-1B allows dual intent, so you can pursue permanent residency while holding it. Your employer usually starts with a PERM labor certification and an I-140 petition. Timelines depend on your category and priority date.

Why is an H-1B visa rejected?

Common reasons include a job that does not qualify as a specialty occupation, a degree that does not match the role, wage problems, thin employer evidence, and inconsistent interview answers. Careful preparation prevents most avoidable refusals.

Conclusion: Your Next Step Toward the H-1B

The H-1B is still one of the strongest work visa routes for Pakistani professionals. It is competitive, and the rules have shifted toward higher-paid, higher-skilled workers. But with the right degree, a clear job match, a reliable sponsor and good preparation, it is absolutely achievable.

Start with what you control. Attest your degree, sharpen your profile, research sponsors, and understand each step before it happens. Keep a backup plan in another country so one lottery does not decide your future.
